Abstract: The transformation of the development of local colleges and universities have four times characteristics, i.e.: the government leading, Chinese economic transformation and upgrading, the deepening reform of the overall China overlap and intersection in the international exchange and cooperation. The government, society and universities should have a clear understanding and accurate grasp on the mutation resulting from local university function transformation, the task environment and the fuzziness, and the complexity of cooperation.
