不确定条件下农林生物质发电供应链可持续发展的问题与建议

The Problems and Suggestions on Sustainable Development of Biomass Power Supply Chain of Agriculture and Forestry under Uncertain Conditions

  • 摘要: 中国目前已成为世界第二大经济体,能源消费总量与日俱增,但以化石能源为主的能源消费结构无法满足我国能源可持续发展的需要。生物质发电是缓解能源、环境压力的重要手段,因而探讨不确定条件下农林生物质发电供应链可持续发展的问题,具有重要的理论意义与现实意义。当前我国农林生物质发电供应链可持续发展存在农林生物质供给不确定、资源配置非效率、生物质发电企业可持续发展能力差、农林生物质发电核心技术缺失等问题。对此,应通过加强市场监管、规范市场秩序、合理配置资源、规划生产运作、加强原始创新等措施,促进农林生物质发电供应链可持续发展。

     

    Abstract: At present, China has become the second largest economy in the world, and the number of energy consumption is fast growing. In China, energy consumption is mainly made of fossil energy, and it does not accord with the need of sustainable development. Biomass power generation is one of the essential ways to reduce the pressure on energy and ecological environment, and it's meaningful in theory and practice to discuss the sustainable development of biomass power generation supply chain of agriculture and forestry under the uncertain conditions. Now, there are still many problems in the sustainable development of China's biomass power generation supply chain of agriculture and forestry, such as: uncertain supply of agricultural and forestry biomass, inefficient resource allocation, poor sustainable development ability of biomass power generation enterprises, and lack of core technologies for agricultural and forestry biomass power generation. By strengthening market supervision, norming market order, rationalizing allocation of resources, planning production and operation, and enhancing original innovation, it is supposed to promote the sustainable development of biomass power generation supply chain of agriculture and forestry.
