Abstract: Based on the current general trend of China and the world, General Secretary XI Jinping's Speech at the Forum on Literary and Artistic Work clearly establishes the guiding ideology for the construction of literary theory with Chinese characteristics and designs a core theoretical framework at the literature and art's position, essence, law, problems, the development's drive and ways etc. from the national rejuvenation and the realization of the Chinese dream. This is mainly reflected in six aspects. The first aspect is about the status and role: art is the horn of the advance of the times; Secondly, the nature of literature and art: it is the people's literature and art; Thirdly, the soul of literature and art: it is about Chinese spirit; Fourthly, the evaluation criteria: it is the organic unification of ideology, artistry and appreciation; Fifthly, literary criticism: praise merits and degrade inferiority, castigate the bad and extol the good; Sixthly, the relationship between the Party and literature and art: it is the unity of Party spirit and people, political stance and freedom of creation .
