Abstract: The development of the spill-over economy has a very important significance to the overall improvement of economy in different regions. Especially for the cities with potential drop, they can make full use of local resources advantages to develop the spill-over economy through clearing the spill-over and spill-into mechanisms. In view of the practical economy development condition and the drive mechanism, Shenzhen City is selected as the empirical object. The paper reveals the advantages, weaknesses, opportunities and threats that Shenzhen is facing, and puts forward the corresponding countermeasures when it develops the spill-over economy based on its advantages of the Chinese Window. After that, the new ideas and new economy driving mechanisms are put forward, which can guide the development of spill-over economy actively from the perspective of "government+market", "production research+development" innovation and development, and two-way planning industry pattern of “center+network”.
