Abstract: The norm is a necessary condition for the reasonable operation of human society. With the emergence of the Internet, the space of human activity extended to the cyberspace. The cyberspace also needs the norm for its reasonable operation. This is network norm, including law, moral, customs and habits, etiquette and so on. However, the Internet was born late and develops fast, the construction of network norm is in a backward state, even confused with the norm of the real word. So, it is necessary to understand the concept of the network norm. This paper will analyze the concept of the network norm, uncover its connotation and denotation.
