Abstract: For the historical and reality reasons,the SU federal construction was lack of solid foundation.At the same time,the SU promoted the"national regional principle"and the"dual sovereignty principle",these principles had not strengthen the unified nation-al identity consciousness,but strengthen the local features consciousness of the joined republics.One of the important reasons for the changes was that SU lacked the ability to integrate all ethnic groups into a strong national cohesion.
