Abstract: On Stage of international monopoly capitalism,the North developed capitalist countries have adopted new means of colonialism.They still maintain unfair and irrational international political and economic order.This old order limited the development of the South countries.This constraint is the whole area.There are economic constraints and political constraints.This is a serious impediment to the development of developing countries.
