Abstract: While editing a periodical,the editor must face a lot of editing norms,which mainly includethe following three categories: moral norms,legal norms and technological norms.To these norms,the editor should not only strictly obey the moral and legal norms of editing,actively implement,propaganda and popularize the technological norms,but also innoviate the editing norms.Only by means of continuously applying norms properly,can we editing periodicals in a normal way and improve the quality of periodicals
