Abstract:
Within the reign of Kaiser Wilhelm II,main strategic position of Germany exhibited three difficulties. First of all,its geo-po- litical conflicts with Great Britain and Russian Empire remained unsolved. Secondly,on the basis of economic and social environment, due to the transition of European society into industrial one,contradictions and struggles occupied the mainstream,and the threat of extreme nationalism had further worsen the situation. Lastly,as German political elites continued acting in a very inflexible way,if they continued such style of thinking,this would lead to even more difficulties,when it came to decision-making process. The formation of Germany’s strategic difficult position is not only affected by the international environment and the development of German society,but also personal factors of German decision-makers.
