Abstract: With the further process of Chinese industrialization and urbanization,more and more peasants lose their lands. But due to the long standing dual framework of city and countryside,they haven’t been included by the social security system. So with the guidance of equity And efficiency,we should control the scope and scale of land expropriation and perfect the procedure of expropriation; perform the current compensation policy and elevate the compensation standards; build pluralistic routes of the social security funds and keep the maintenance of funds value and added value; Strengthen supervision and perfect legal system; provide the opportunities of good technical training and improve the employment capability of the landless peasants .
