Abstract: Based on the economic structural of the agriculture,non-agriculture and environmental service and on the relationship within the modern economic system,the model of the general increase value in the local economy is got.The control variables are determined by the amount of the commercial input factors.The state equation is composed by the science and technology progress,the price and the increase rate of the environment index.According to the objective restrain of the environmental service,the value of the environmental index in the time terminal is given.Considering the structure of the model,the economical significance of the assistant state variable is analyzed and explained.Meanwhile,the structure of the index of the environmental monitor and its practical economic implication is illustrated on the analysis of the vectors of the environmental assistant state.Hence,the necessity of the combination of the dynamic environmental monitor with the economical statistic is further discusse...
