Abstract: The training project for transferring labor is a policy benefiting residents which provided by government to promote the development of rural areas.During the process of executing,Xingyang employed the order training,a mode of market-oriented.This mode makes the rural labor get a job easily,improve the income of out workers and their home.So it became an effective path to make peasant out of poverty and being rich.The Xinyang mode also reflects the interaction of governmental and civil resources,and the linking between export and import areas.
