Abstract: Ruling is the fundamental objective of Party activities,while the ruling logic is inner regulation of the Party ruling.In the view of modern political Civilization,any Party must be able to rule legitimately and effectively,and must accurately control and grasp the relations among the party,state and the society.The article has analyzed the basic logic of Party ruling in modern society by means of enhancing ruling legitimacy,following constitutional system and strengthening the self-building of Party.
