中美行政知情权比较研究

A Comparative Study of China and the United States on the Right to Know in Administration

摘要: 行政知情权是法治政府的先决条件。行政知情权的法律保障在我国刚刚起步,民众对其期待很高。完善行政知情权制度对于推动政治体制改革,建设高效廉洁的法治政府及构建和谐社会具有重要的时代意义。文章通过探析中美两国行政知情权制度的异同,认为应从转变政府观念,提高公民参与意识,建立一系列配套法律法规来平衡行政知情权与国家利益、个人隐私之间的关系等方面完善我国行政知情权制度。
