Abstract: The focus of contemporary Chinese government administrative reform is forming positive interactive model of co-operation between government administration and grass-roots civil society,which is constructed by developing the Non-governmental organizations as its new force,by building Community as its new base,by carrying out public service as its new domain,by achieving the good governance as its new manner.
