Abstract: As the ruling party,the Communist Party of China endorses people-orientated values in economic and social development.Over the 30 years of reform and opening up,the orientation of the ruling party s development value went through three major changes,transforming from "the common prosperity of people" to "all-around development of people" to "putting people first".The development value of "putting people first" stems from,further develops and innovates the Marxist development value.
