Abstract: Since opened to the world,Tsingtao developed into a modern city rapidly.Because of the official being short of the rescue ability,the citizens had to help themselves.Besides the social charitable organizations,the fellow-townsmen s trade unions and benefit associations were very active and played an important role in the social security system,which reduced the residents pressure, extended the network of social security,and promoted the formation of Civil Society.
