摘要: 社会保障是社会发展的稳定器,其发展水平直接反映社会和谐程度,它的评价指标体系的设置应坚持全面性、适应性、可比性和可操作性原则,其指标包括经济实力、社会保障因素和人口结构等。地区的经济发展对该地区社会保障发展水平有制约作用,但不是该地区社会保障发展水平的充分条件。我国社会保障发展水平及其公共因子在东部、中部和西部之间,以及三大地区内部的省际之间发展不平衡,据此,政府应加大社会保障投入,促进社会保障均衡发展。
