Abstract: As a social public policy,the higher education policy inevitably shows its essential nature,that is,conflict.Its administrative value body demands that it should consider the benefit relations and value choice of various value bodies,stick to the principle of social justice,strive to seek the coordination and balance of value conflict and realize the maximum of the social justice.
