论一元户籍制的可欲性

The Desirability of the Unitary Household Registration System

摘要: 一元户籍制作为我国户籍制度改革模式的最终选择,虽已具有较强的可行性,但仍难免会因为其在实施过程中对旧制度下既得利益主体造成利益损失和压力而遇到来自利益受损群体的阻力,从而影响其可欲性。一元制户籍模式改革所遇到的阻力主要来自于户籍制度改革所涉及到的一部分地方政府、市民和农民这三方利益主体。因此,要增强一元户籍制的可欲性,就要协调好三方利益,进一步完善有关户籍政策的相关法律,加强社会各管理部门的协调与合作,调整城乡社会保障等政策。
