Abstract: Teachers are the professional personnel whose duty is to fulfill education and teaching responsibilities.To determine teacher's right need to regard teacher as both ordinary citizens and educators,and the education right of the teachers has the exclusive characteristics among the teacher's rights When the citizenship teachers enjoy and the right to education is in conflict,the right to education is the leading one.
