摘要: 无缝隙政府是一种新型的政府再造模式,它已经直接或间接地融入到我国政府改革的实践中。无缝隙政府的建立和社会资本有很大的关联性,社会资本是推动无缝隙政府建立的必然选择。建立全面的无缝隙政府管理模式,必须不断改革我国社会资本的封闭性、不均衡性、多元性及“深度”的社会资本,全面改造政府“关系的社会资本”,树立公民主体精神和公益精神,提高中介组织和民间组织的有效性,并进行制度的建设,形成现代的社会资本网络。
