摘要: 党的十六大报告提出加强权力的监督与制约,在当前社会主义政治文明的建设实践中是完全必要的。完善社会主义权力监督体制,关键是要优化权力配置,建立制约有效的权力运行机制。

Abstract: JIANG Ze-min poses to strengthen authority restriction and supervision in his report of the 16th Party Congress; it is needed to establish a socialist political civilizatiation. The key of that is to optimize the distribution of the authority, to establish reasonable authority running mechanism.
