Abstract: The Outlines Of Constitution and The Key Doctrines are both constitutional documents made by Qing dynasty before Xin Hai Revolution. The two documents had connections as well as difference. But, in fact both of them were the products of monarchy compromise under the power of democratic revolution of bourgeoisie.
