Abstract: In order to accomplish her strategy of becoming powerful relying on qualified personnel, China must first accomplish the transformation from a country with large population to a country with abundant human resources. And the key to realize this transformation is to increase the investment on the development of human resources, strengthen the marketing operation of the human resources disposal, deepen the reform of education system and build a learning type society.
