Abstract: Higher education in China in modern times is not only promoted by culture, but also restricted by it from birth to development. As a result of backward cultureand, China in modern times was robbed by capitalism and imperialism, so it developed tardily and circuitously. It is necessary that we look back that achievement, problem and characteristic of higher education in China, therefore we can acquire reference to promote the development of current higher education in China.
