Abstract: Countryside has almost reached the reguirenrents of founding the social ensurance system in accordance with its development level. The contents of social ensurance system between city and country are different. It should emphasize health services, providing for the aged, social relief ,compulsory education and so on. At the present stage, several aspects must be strengthened such as ensurance system, protection fund and commual ensurance.
