Abstract: SEA (Strategic Environmental Assessment )on the programming is a very important constituent of China's EIA(Environmental Impact Assessment system)and also a great improvement on the legislation of China's Environmental Impact Assessment Law, which provides authoritative help for the work of SEA.SEA,the development of EIA on construction project,is a new field and its study and discussion are still scarce .This article is mainly about the legislation state of SEA.
