Abstract: A journal is the academic and theoretical periodical of a college or university, different from common reading, but they all are in pursuit of high quality, for quality is the life of any journal. To ensure the quality of a journal, it is necessary for its editors to guarantee its political soundness, academic level, editing and publishing quality, and strive to modernize editing means for smooth passage of information so as to make it keep up with the times and go to the world.
