摘要: 西部贫困地区农村组织资源贫乏,组织功能发育较差,组织运行方式落后,基层组织制度亟待完善。西部大开发应把农村组织资源培育与经济发展有机地统一起来,相互促进,协调发展。

Abstract: There is a lack of organiztional resource in impoverished rural areas in the west, the organizational function is not well developed and the organizational operation way is comparatively backward.The growing of organizational resource and the development should be integrated synthetically and facilitated mutually. The base institution needs to be improved in impoverished rural areas in the west.
