Abstract: Eliminating poverty is an important objective of the Part y and the gov ernment and a hot point for theorist to study. The old measures to help the poor region became inefficient under the development of socialism market economy. Wi th some new problems appearing. it is necessary to adopt new measures to do this workthat is to put helping the poor, reducing tax and increasing income into th e same pace.
