摘要: 河南省农村工业化、城市化进程中存在着乡镇企业的发展速度减缓、规模偏小、布局分散、发展不平衡、环境污染严重、城市化进程起点低、严重滞后于工业化进程、小城镇数量多且质量差等问题。加快发展小城镇是实现河南省农村工业化、城市化的战略选择 ;引导乡镇企业向小城镇集中 ,实现乡镇企业和小城镇建设协调发展是加快河南省农村工业化、城市化进程的关键 ;深化农村土地流转制度、城镇户籍管理制度的改革 ,大力发展乡镇企业等 ,是加快河南省农村工业化、城市化进程的基本手段
