Abstract: DENG Xiao ping once put forward three celebrated theses:reform is to liberate productive forces,development is unvacillatable,and social stability is the highest interests of China.The twenty years of reform has worked a miracle rarelg seen in the history of world economy,which is the result of political stability.To keep political stability,the four basic principles and the principle of runing the country by law must be kept.
