Abstract: To deepen the reform of the enterprises and invigorate the state owned enterpises, strategical reorganization must be carried out. To reorganize the state owned enterpises we must firstly realized its importance and necessity, secordly master its connotation and basic plan, and thirdly began with the organization of property right and property recombination.
