Abstract: The basic level regulation and control system has passed through a historical procedure of evolution from ancient times. The present China is a continuation and developed form of the historical China ,therefore,a systematic analysis and study of the historical evolutionary process of the basic level regulation and control system in the feudal society will afford the present China lessons in its transitory period.
