党的第一代领导人改革经济体制的两次探索

摘要: 党的第一代领导人在八大前后和 60年代初 ,对我国社会主义经济体制进行了两次改革探索。第一次改革的主题是“以苏为戒”,集中表现在 :以社会主义基本矛盾的理论学说为指导 ;突破了纯而又纯的公有制模式 ,允许私有经济存在和有限度发展 ;在经济管理体制上 ,扩大地方权限和企业自主权 ;在分配体制上 ,提出兼顾国家、集体和个人利益 ;提出在社会主义经济体制中发挥市场作用 ;在经济体制上 ,提出了“三个主体、三个补充”的基本格局思想。60年代初 ,党的第一代领导人又一次对经济体制进行了改革探索 :调整人民公社管理体制 ,实行“三包”经营管理形式 ;改革企业管理体制 ,试办托拉斯等。两次改革探索各有不同的特点。由于当时对社会主义本质的认识还不太清楚 ,这两次改革探索虽然不够深刻 ,但都为邓小平理论的形成提供了有益的借鉴Abstract: Around the Eighth National Congress of the Communist Party of China and at the begining of the 1960s,the first generation of the Party leaders explored twice for the reform of the socialist economic system of China .Around the Eighth National Congress of the Party,taking the theory about the basic contradiction as the guiding ideology,and taking the warning from the Soviet Union as the theme,they explored in the system of ownership,the management system,the distribution system,the revolving system,the funda...
