Abstract: There were two negligible factors which brought about rich peasants problems at the beginning of agrarian reform.One was that there were no standards which could distinguish whether he or she was a rich peasant all over the country, and the other was that CPC confused the differences of classes and kinds among peasants.Both of them caused the Communist Party of Chian to make wrong polices on rich peasants at that time,Which had not been revised until 1935.
