Abstract: It is necessary to analyze the problems and causes and discuss the countermeasures for the adminstration to strengthen and perfect the execution and thus to realize honest politics .We should establish a system of perfecting the supervision and execution and qualifying the personnel against the local protectionism,corruption ,weak supervision and the lack of qualified personnel in execution of laws.
