Abstract: The deep integration of new technologies has reshaped the operational mode and benefit structure of archival digitization outsourcing， while giving rise to multiple new risks. These risks have evolved from local hidden dangers into systemic risks under the combined influence of technology， organization， system， and multi-agent game factors. In systematically analyzing the generation logic and evolution mechanism of risks in archival digitization outsourcing， we establish the value principles of risk management and control， and construct a three-dimensional risk management and control model and operational mechanism encompassing “technology-organization-system”. We improve the risk governance path from dimensions such as institutional norms， contract governance， subject capability， collaborative governance， and dynamic adaptation. Through proactive risk prevention and control and deep integration of systems， we balance archival security， technology application， and governance efficiency， effectively empowering the management and risk control in archival digitization outsourcing.
