Abstract: The lack of residents' participation is the realistic predicament of community governance, whose fundamental reason is insufficient empowerment and energy increase. The L community endows the residents with the right of self-government and stimulates the residents' inner potential by establishing the platform of participation, defining the participants, precise content of participation, standardizing the process of participation and evaluating the effect of participation. The practice shows that community participation can empower residents from three aspects of system, organization and culture, implement the system of residents' participation, smooth the organizational path of residents' participation, and cultivate the public spirit of residents' community, so as to provide guarantee for residents' participation in community governance.
