Abstract: After the failure of the Great Revolution in 1927, the CPC local organizations in the border areas of Hubei, Henan and Anhui actively launched armed uprisings and established revolutionary bases. In the revolutionary practice, the CPC local organizations in the border areas carried out cross provincial cooperation through internal embedding mode and joint conference mode. In 1930, the establishment of the CPC Hubei-Henan-Anhui Border Special Committee made the local Party organizations in the border areas of the three provinces realize centralized unity from decentralized subordination. So, the Hubei-Henan-Anhui Revolutionary Base was officially formed, and the revolutionary situation entered a period of rapid development.
