Abstract: The revolutionary base in Dabie Mountain areas lies in the junction among three provinces: Hubei province, Henan province and Anhui province. Once as the destitute areas, the revolutionary base in Dabie Mountain areas is inferior to other regions in mid-west areas of China, with the underdevelopment of higher education. In the 19th National Congress of the CPC is proposed the implementation of the strategy of rural revitalization, which is a vital turning point for underdeveloped revolutionary bases to speed up the modernization of agriculture and rural areas. In this paper the important role of higher education in rural revitalization of revolutionary bases is elaborated from such perspectives as acceleration of industrial structure optimization, scientific and technological innovation, talent training, and cultural development, etc. What's more, based on the deficiency of higher education resources, the author analyzes the constraints on the development of regional economy and the negative effects on implementing the strategy of rural revitalization. According to On Supporting the Revitalization and Development of the Revolutionary Bases on the New Era, and The Higher Education's Action Plan of Rural Revitalization and Scientific and Technological Innovation (2018-2022), on the principle of balanced and harmonious development of higher education, the initiatives are put forward: to optimize the configuration of higher education resources, implement breakthrough strategies on influential university and establish the development pole of regional higher education, promote the educational resources sharing and establish higher education linkage across regions, clarify education orientation and fully upgrade the higher education service on the rural revitalization.
