Abstract:
To solve the problems of lack of collaboration and integration between the government departments because of perception difference, power division and interest barriers and communication obstruction, this paper suggests that the theory of holistic governance can be used to provide reference for the construction of co-responsive emergency response mechanism. Based on the review of emergency co-responsive mechanism and holistic governance, the basic framework of co-responsive emergency mechanism is constructed and analyzed, including integration mechanism of administrative concept, organization, function, multi-subjects, information communication and sharing then the various angles are analyzed detailedly. Starting from the essence of the emergency linkage dilemma of cross-domain emergencies, this paper draws on the holistic governance theory widely used in the field of administrative management reform to solve the "fragmentation" dilemma of government departments to solve the specific problems of the construction of the emergency linkage mechanism, which can be used to solve the detailed problem of emergency mechanism construction and lay the foundation for related issues
