Abstract: Consensus in the study of social existence and development, whose core point of view is that the establishment and development of social community, must be based on people's common and consistent understanding and proposition of social community. In modern times, some Western researchers have explored the construction of consensus in society from the perspective of social structure and function and the development of social democracy, and discussed the basic theory of consensus in social evolution. The representative ideas are Rawls' overlapping consensus theory and Habermas' communication consensus theory. It can be said that the research on the problem of consensus and the construction of consensus concept in society has become a frontier field of Western academic theory research.
