Abstract: High-quality urbanization is not only an inevitable requirement to implement the new development concept, but also a rational choice to comply with the law of urbanization. Human modernization is the ultimate goal of urbanization and also the core index to measure the quality of urbanization. Comparing with the connotation of "human modernization" and its realization conditions, it can be found that there are four prominent problems in high-quality urbanization in China:(1) cultivation of public consciousness lags behind, and it is the weakpoint of spiritual civilization construction in the all-round development of human beings; (2) the effective supply of urban employment is insufficient, and there is no solid industrial support for people's self-development; (3) the problem of "different rights in the same city" still exists, and the institutional supply of harmonious social relations needs to be strengthened; (4) the emergency management system is not sound, and it is urgent to improve the ability to guarantee health and life safety of residents. Accordingly, the way to promote the high-quality development of China's urbanization is:to combine condition construction with mode transformation, and comprehensively enhance the public awareness of citizen; to integrate into national strategic layout to promote industrial development and expand high-quality employment space in cities and towns; to strengthen coordinated regional development and the supply of public services, and share the fruits of urbanization; and to institutionalize lessons learned in emergency management and enhance our ability to deal with emergencies.
