Abstract: Strengthening the intergovernmental cooperation in the old revolutionary base areas of Dabie Mountains, and establishing an active and effective intergovernmental coordination mechanism will help break the boundary effect of resource matching, promote rational allocation of resources, and realize the coordination and complementation of resources, to promote the economic and social development of the entire old revolutionary base area of Dabie Mountains. According to the situation in economic underdeveloped areas and the experience of regional intergovernmental cooperation at home and abroad, the regional intergovernmental cooperation in the old revolutionary base areas of Dabie Mountains should adhere to the principles of cooperation, mutual benefit, consultation and equality, adopt a variety of policy tools including administrative contracts, market transactions, cooperation forums, joint meetings and diversified participation, and establish cooperative mechanisms such as democratic consultation, information sharing, performance appraisal and restraint and supervision, to promote the effective realization of regional intergovernmental cooperation.
