Abstract:
It is feasible and necessary to apply cooperative governance to rural revitalization. The development of Haotang village in Pingqiao District, Xinyang City, Henan Province has proved the effectiveness of cooperative governance in practice. The main bodies of cooperative governance for rural revitalization consist of county and township government institutions, rural grass-roots organizations, villagers, rural non-governmental organizations. acting as public service providers, organization coordinators, active participants, and technical directors respectively. They achieve good results by building a built-in financial system, forming a democratic decision-making mechanism, a communication and implementation mechanism, a trust contract mechanism and a benefit coordination mechanism. The experience of Haotang village lies in the vertical cooperation between government departments to achieve policy support and guidance; the horizontal cooperation between the main bodies to achieve equality, active participation and effective consultation; and the internal and external cooperation between public rights and private rights to achieve effective integration of social resources.
