Abstract: At present, it leads to the increasingly prominent contradictions of overall poverty alleviation in non-poverty-stricken counties. The objective, subjective and executive factors that restrict the overall poverty alleviation in non-poverty-stricken counties have not changed significantly. In view of this, it is necessary to clarify the idea of alleviating poverty in non-poverty-stricken counties in an all-round way, more attention should be paid to the pertinence of poverty alleviation policies, the diversity of poverty alleviation means and the stability of poverty alleviation effects. It is necessary to put forward the optimization strategies of poverty alleviation in non-poverty-stricken counties: Efforts should be made to make up for the shortcomings of infrastructure, shift the means of poverty alleviation to non-income, and actively explore the long-term mechanism of poverty alleviation in non-poverty-stricken counties.
