Abstract: Under the information revolution, all kinds of elements are interconnected much more by "Internet plus", so as to improve the efficiency of factor allocation. The expression of the meso level is the optimization and upgrading of the industrial structure. This paper measures the development degree of "Internet plus" in Henan by using the Internet and the popularity rate of mobile phones, then measures the industrial optimization and upgrading of Henan by Theil index. Finally we research their relations from city-level. The conclusion shows that the optimization and upgrading of Henan province experiences three stages from the Reform and Opening-up. "Internet plus"can promote the upgrading and rationalization of the industrial structure and the key is it's connection strength. The industrial optimization and upgrading is still caused by the transition from primary industry to secondary industry, the role of the third industry is not obvious enough. The following suggestions are made accordingly:continue to increase strength and depth field of "Internet plus", especially the optimization of the related infrastructure. Increase investment in education, Beside introduce high-quality talents, we should pay more attention to improving the quality of the existing labor force. To improve the application ability of government agencies to "Internet plus", so as to improve the government's ability to regulate the economy.
