Abstract: Top quality higher education is an important engine for the development of a region and even a country. It is the social responsibilities of higher education to stick to the people-centred development idea and constantly satisfy the people's increasing enjoyment of quality education. Henan is a province with a large population, but the resources of top quality higher education are insufficient. The development of higher education in Henan has both opportunities and challenges in the context of the current "double-first class" construction. Based on analysis on the history and the current situation, it is urgent to increase investment in higher education, improve the educational level of private higher education, strengthen the construction of the high level university, attract domestic first-class universities to set up branch campuses in Henan, promote the Sino-foreign cooperative education, optimize the regional distribution of higher education structure, effectively promote the transformation of Henan from a big educational province of higher education to a powerful province, and effectively enhance the status of Henan higher education in the national higher education system.
